I think it would help to explain briefly what it is, particularly for future non-English speakers. In the next para, it would be good to rephrase "Your first port of call should be...": we already have three steps, so this one cannot be referred to as first, and then also it seems to be logically connected to item 3 above and maybe should be part of it, something like "If the website you are trying to reach is blocked, refer to the Herdict project..."
